The CDC estimated that 1 in 300 Americans were infected with HIV.  President Bill Clinton announced the creation of a vaccine research center within the National Institute of Health. 

An at-home HIV test was proven unreliable by the FDA and manufacturer Johnson & Johnson was forced to remove it from the market.  

American AIDS fatalities continued to decline, dropping 45% from the year before.
